Governor Doyle has signed a bill clarifying where smoking can take place as of July 5. That's when the state's new ban takes effect, prohibiting smoking in all indoor workplaces.

Under the clarification, smoking will be allowed in rooms that have open windows covering at least 25 percent of the walls comparable to a four-seasons room.

The governor says he does not think the parameters will allow bars and restaurants to get around the law. Supporters of the smoking ban fear the rules about what constitutes an outdoor space will create a loophole, or at least confusion.
