This bill is indirectly preemptive. This bill is designed to discourage smokefree laws by requiring that if any political subdivision prohibits tobacco use in a private business, all property and county sales tax revenues from that business (or presumably all private businesses in that community) go to local school districts instead of the local political subdivision.
