This bill addresses numerous issues and includes broad preemption language prohibiting local governments and counties from adopting rules that are more stringent that state or federal law, if there are state or federal regulations in existence. The bill also requires the Commission for Public Health to amend and clarify its rules for the implementation of the smokefree restaurants and bars law, and includes a new definition of "private club" so there is cause for concern that the smokefree law could be weakened.
