The bill was substituted with an amendment to require the board of managers of the veterans’ home to adopt a policy relative to therapeutic use of cannabis by residents of the home. The original bill was in response to the veterans' home's decision to adopt a smokefree campus, which allows for of limited outside smoking areas for existing residents, and the bill states that no veteran shall be denied admission because he or she is a smoker who is unwilling to give up smoking and can use the outside smoking areas which were originally intended only for existing residents.
