The second substitute for this bill that broadly regulates e-cigarette sales also requires schools to have a policy prohibiting their use on school property. The prior substitute eliminated earlier preemptive language and allows a political subdivision to have additional regulations or restrictions on the sale, purchase, use, or promotion of vapor products.
