In a town where, it seems, anything can be regulated, Palm Beach officials learned recently that they have no authority to ban smoking on the beach. The state, it turns out, has the sole right to impose such a ban, and Florida legislators have never chosen to pursue that route. That news squelched any talk of the Town Council considering a local ordinance to prohibit beachgoers from smoking on the sand, an idea suggested by residents who are fed up with litter from cigarette butts and worried about the effects of second-hand smoke...
