Legislative Summary

HB1919—(cigar lounge and retail tobacco exemption)—An Act relating to establishing special license endorsements for cigar lounges and retail tobacconist shops—Session Adjourned

This bill creates an exemption in the state smokefree air law, which would allow a person holding a tobacco products retailer's license to apply for a special endorsement as a cigar lounge or retail tobacconist shop, which would allow them to permit smoking indoors. The problematic exemption language has requirements for separately ventilated areas. The language requiring employees to get a blood test to verify that they are active smokers was removed, but employees would still have to sign papers acknowledging the health risks of working in a smoke-filled environment.
