 This bill changes the definition of “restaurant” to include all restaurants, not just ones that sell alcoholic beverages. This will effectively decrease the exemptions to the preemptive state law by prohibiting the regulation of smoking in all restaurants, rather than just in ones that sell alcoholic beverages.
