On one particular health issue, Arkansas does itself proud.

For the second year in a row, the state ranked fourth in the country in how much it spent on tobacco prevention and cessation programs, according to a report released by health organizations. The amount is based on a recommendation from the national Centers for Disease Control.

“I believe the programs are effective in making a difference in Arkansas," said Chiquita Munir, executive director of the Arkansas Tobacco Settlement Commission. "But any significant change is going to take time — we have to be patient.”
