Since Washtenaw County banned smoking in the workplace and public places in May 2003, no one has been cited for any violations. But there have been 17 complaints.

According to Ellen Clement, health officer for the Washtenaw County Public Health Department, the complaints have come mostly from business employees and been resolved by talking with representatives of the businesses.

Clement would like the Michigan Legislature to pass a package of four bills introduced last April that would further decrease the number of places where people can light up, but the measures are stalled in a committee...

Ari Adler, spokesman for Senate Majority Leader Ken Sikkema, who heads the committee, said the bills haven't been assigned hearings because the committee is studying the impact on businesses, including restaurants.
