An amendment to this bill would preempt the City of Ballwin from applying their smokefree law to any restaurant, bar or tavern until 75% of the other cities in St. Louis County also enact ordinances that would apply to these venues. Other cities in St. Louis County with populations below 31,200 or above 31,600 could still pass smokefree ordinances that would apply to restaurants, bars and taverns.
