This bill prohibits smoking in restaurants and bars, and some areas of other workplaces. Areas that allow smoking should utilize ventilation systems. School officials are allowed to prohibit smoking in private offices and teacher lounges in schools and in outdoor areas of school grounds if they so choose. Amended and weakened to allow smoking licenses for bars and bar areas of restaurants that restrict patronage to those over 18 and to explicitly preempt local control.

EXEMPTIONS: Smoking is allowed in private homes, private vehicles, and home-based businesses, unless used as a childcare facility; an indoor area where private functions are being held; 25% of hotel/motel rooms; specialty tobacco stores; tobacco manufacturers; cigar bars; and private clubs.
