State health officials are setting up a toll-free line to help explain the new statewide smoking restrictions and prevent the need for cracking down on offenders after the rules take effect Tuesday.

Will Humble, the state’s deputy assistant health director, said the smoking restrictions are relatively straightforward at first glance. No smoking in public areas and places of employment. And no smoking within 20 feet of any exterior door...
