This bill gives local control to four counties and five cities in Northern Virginia to enact smokefree laws for restaurants, but the bill cannot go into effect unless the cities and counties enact concurrent ordinances containing identical provisions regulating smoking in restaurants that cover two-thirds of their collective population.
