Proposal would not include any exemptions

As a legislative committee today put off work on one statewide smoking ban that included a number of exemptions, a Topeka legislator introduced a comprehensive smoking prohibition in another committee.

Sen. Laura Kelly, D-Topeka, said her bill would offer no exceptions and no opt-outs.

"The state should only get involved if it's a comprehensive, uniform law," she said. "That's what we have to offer."

The Senate Judiciary Committee has held numerous hearings and discussions on a bill that would put in place a statewide smoking ban. The panel was set to take action Wednesday but postponed the vote.
