As it's written now, House Bill 31 would ban smoking in all public buildings in the state, with exceptions for private offices and bars that serve only those over 21.

Towns and counties would be allowed to opt out of the ban.

As promised, supporters of the bill proposed a series of amendments Tuesday to eliminate some of the exemptions and loopholes added to the bill in recent days. They were rebuffed each time.
