This bill was amended to allow local jurisdictions to permit marijuana membership clubs in which all members and employees be 21 years or older; the owner must be a resident of Colorado for at least 2 years; the employees must be Colorado residents, it cannot sell or serve alcohol or food; it cannot sell marijuana on the premises; and the owner cannot allow sale or exchange of marijuana for payment on the premises. The bill prohibits the open and public consumption of marijuana, and allows municipalities to adopt stricter definitions of open and public consumption.
