HB1108 - (cigar bars) - An Act Concerning Implementation of the Cigar-Tobacco Bar Exemption - Died in Senate State Affairs Committee

This bill amends the current Colorado Clean Indoor Air Act to clarify the requirements for qualifying for the cigar-tobacco bar exemption. To qualify for the exemption, this bill requires that a bar must have derived part of its 2005 annual income from the rental of on-site humidors and specifies that cigarette sales are not included for purposes of meeting the income threshold. The bill also changes the term "tobacco products" to "cigars or cigar tobacco. The bill will require bar owners desiring to qualify for the exemption to annually obtain a certificate from a local authority, or from the Colorado Department of Revenue if the local authority has not adopted a process for issuing such certificates.
