Gov. Ed Rendell today announced an ambitious health care plan that would provide all Pennsylvania residents with access to insurance coverage, improve the quality of care and reduce medical mistakes in hospitals...

Details of the cost for Rendell's "Prescription for Pennsylvania" will be kept under wraps until the governor announces his budget on Feb. 6.

The central element, however, is to offer subsidized health insurance to uninsured Pennsylvanians - at reduced costs for low income individuals.

To create a healthier environment, Rendell will seek legislation to create a "smoke free" state that would ban smoking in public places, work places, bars and restaurants.
