Efforts to adopt a consistent policy on smoking in the metro area’s public places could be hindered by a bill being considered in North Dakota.

House Bill 1353 would keep cities and counties from enforcing a more stringent smoking ban than the state.

The proposal also would allow smoking in bingo halls that don’t allow anyone under the age of 18 to enter.

“I think some communities are taking it (a smoking ban) too far,� said Rep. Randy Boehning, R-Fargo, a co-sponsor of the bill. “I don’t disagree with the health issue, but all of us are adults. We can decide whether to go somewhere.�

The lead sponsor of the bill is Rep. Dwight Wrangham,

R-Bismarck, who heads The Coin and Tavern Association. The group was formed to support smoking in establishments limited to adults.

Local leaders said the bill flies in the face of state values that promote local control.

“I have a hard time believing the bill will go far,� said Fargo city commissioner Mike Williams.
