Houston senator now seeking to leash smokers statewide

AUSTIN — In a proposal that could keep smokers from dodging municipal ordinances by patronizing bars and restaurants outside city limits, state Sen. Rodney Ellis is suggesting a statewide smoking ban. He will announce the initiative today and release a poll he says shows public support for it.
